Legislators have been in Richmond for almost three weeks, and the race is on to complete action on bills in the House and Senate before Crossover (Feb 16) when surviving House bills move on to the Senate and vice versa.  Close to 700 bills (out of over 2700 bills introduced) are “gone” for the year; and this week will see many more bills defeated or carried over in preparation for Crossover.

There are a number of bills that are seen as attempts to pre-empt the work of the Board of Education as it gears up for high school innovation and redesign.  Education liaisons are working together to “convince” the bills’ patrons to have these proposals reviewed by the Board and the Innovation Committee rather than set in Code before they are properly vetted by the entities established to oversee our education system.

As the House and Senate education subcommittees review the most controversial education bills in packed rooms in the early morning hours of the Session, the number of education bills have been reduced to a more workable number to be presented before the full committees.  The “usual suspects,” such as bills to diminish the authority of administrators to handle discipline issues, lessen the authority of local school boards, allow concealed carry of guns, use state funds for private school purposes, impose additional responsibilities on school staff regarding student health and control reading material assigned to students.
